Economic weaknesses and rising inflation in world economy is downgrading the growth forecast for next year. In other words, ¡®uncertainty¡¯ is here to stay yet another year. Thirty years ago, innovation meant technological change, finished products and linear progression. Today, innovators focus on the management of knowledge by interconnected networks; ¡°open¡± systems of innovation; networks of excellence and communities of practice; and innovation carried out locally but with global reach.
Open innovation and globalization are fast redefining the way businesses develop and source knowledge to innovate. How are companies doing this in practice? Which sectors are more active in exploiting ¡°open innovation¡± business models? How do companies implement open innovation across global value chains? What are the implications for public policies to support R&D and innovation?
It is the responsibility of OECD governments to create an enabling policy environment for innovation. The OECD has developed an innovation strategy in order to improve understanding of how things work at the innovation ¡°frontiers¡± of economies, which will in turn enable policy makers to achieve sustainable growth and development. The strategy will include new tools for measuring innovation despite changing markets, actors and regions where innovation takes place. They will provide good practices to help firms, institutions and countries engage in innovation.
